  4. New Business, Program Changes, College of Education and Health Professions
    1. Department of Curriculum and Instruction, proposal to modify the Ph.D. degree in Curriculum and Instruction (CIEDPH) by making curricular changes.
    2. Department of Rehabilitation, Human Resources and Communication Disorders, proposal to modify the Ed.D. degree in Higher Education (HIEDED) by making curricular changes.
    Program change proposals and new program proposals may be viewed Program and Unit Changes page by clicking on program management. The proposals are also in Attachment A.
  5. Discussion item: Reports from constituencies on this question: Should evidence of academic integrity violations be a factor in denying admission to the Graduate School?
  6. Discussion item: May faculty without the terminal degree be awarded group 1 or group 2 graduate faculty status based on qualifying experience? Graduate Council rules forbid this, but HLC rules appear to allow it:
    • “Qualified faculty members are identified primarily by credentials, but other factors, including but not limited to equivalent experience, may be considered by the institution in determining whether a faculty member is qualified. Instructors (excluding for this requirement teaching assistants enrolled in a graduate program and supervised by faculty) possess an academic degree relevant to what they are teaching and at least one level above the level at which they teach, except in programs for terminal degrees or when equivalent experience is established. In terminal degree programs, faculty members possess the same level of degree. When faculty members are employed based on equivalent experience, the institution defines a minimum threshold of experience and an evaluation process that is used in the appointment process… Instructors teaching in graduate programs should hold the terminal degree determined by the discipline and have a record of research, scholarship or achievement appropriate for the graduate program…Instructors teaching at the doctoral level have a record of recognized scholarship, creative endeavor, or achievement in practice commensurate with doctoral expectations.” Higher Learning Commision: Policy Book, section B.2.a.
