The meeting was called to order at 2:00 p.m. by Chair Christa Hestekin.

  1. Minutes for the September 15th, 2022, Graduate Council meeting stand approved, as no changes were suggested. (Graduate Council Minutes.)
  2. Announcements: Professor C. Hestekin began by welcoming the Council. Professor C. Hestekin informed the Council that the Graduate School & International Education would be hosting the Graduate Coordinator’s Workshop series starting November 2 – 10. Professor C. Hestekin then informed the council of the policy change regarding the Graduate Non-Resident Tuition Scholarship which will end before the summer of 2023.
  3. Dean’s Report: Professor C.R. Rom began by welcoming the Council. Professor C.R. Rom informed the Council that the Chancellor search has yet to produce any results. Professor C.R. Rom then told the Council that the Provost’s Office has suspended all academic Dean’s searches until further notice.
    Professor C.R. Rom then informed the Council that the Department of the State reported that the number of international visas issued in the past 7-8 months was at an all-time high. This being due to a bag log in international student visas resulting from to the COVID-19 pandemic. Lastly, Professor C.R. Rom informed the Council about the search for the new Director of Admission for the Graduate School & International Education.
  4. The following were approved unanimously and will go to Faculty Senate (the name of the presenter is in parentheses):
    1. College of Education and Health Professionals (Professor M.S. Ganio)
      1. Proposal to modify the Master of Athletic Training (ATTRMA) by changing course requirements and updating Program Goals and Objectives and Learning Outcomes
      2. Proposal to modify the Master of Arts in Teaching in Teacher Education (EDUCMA) by changing course requirements
      3. Proposal to add graduate concentration in Curriculum and Instruction: Advanced School-Based Speech-Language Pathology Concentration
      4. Proposal to modify Doctor of Education in Human Resource Development (HRDEED) by changing name (previously Doctor of Education in Human Resource and Workforce Development Education)
      5. Proposal to modify Master of Human Resource Development (HRDEMH) by changing name (previously Master of Education in Human Resource and Workforce Development Education) and adding accelerated Master program (12 hours of UG credit)
    2. College of Engineering (Professors D. Thompson, K. Hall, and R. Ham)
      1. Proposal to modify the Master of Science in Computer Engineering (CENGMS) by altering admission policies, modifying overview information and coursework, correction typos, adding an accelerated Master program and updating Program Goals and Objectives and Learning Outcomes
      2. Proposal to modify the Doctor of Philosophy in Engineering with Computer Engineering Concentration (CENGPH) by altering admission policies, modifying qualifying exam, and updating Program Goals and Objectives and Learning Outcomes
      3. Proposal to modify the Master of Science in Computer Science (CSCEMS) by altering admission policies, modifying overview information and coursework, adding an accelerated Master program and updating Program Goals and Objectives and Learning Outcomes
      4. Proposal to modify the Doctor of Philosophy in Engineering with Computer Science Concentration (CSCEPH) by altering admission policies, modifying qualifying exam, and updating Program Goals and Objectives and Learning Outcomes
    3. School of Law (Professor T. Murphy)
      1. Proposal to delete Graduate Certificate in Business Law (BLAWGC) due to recent reevaluation of curriculum and moving to less formal concentrations
      2. Proposal to delete Graduate Certificate in Criminal Law (CRLWGC) due to recent reevaluation of curriculum and moving to less formal concentrations
  5. New Business, Program Changes, Graduate School (Attachment D) presented by Professor J. Gigantino. The following was voted 11 to 1 with 1 vote in opposition to the program change listed below:
    1. Proposal to add Master of Arts in Interdisciplinary Studies (IDSTMA) to allow students to tailor their own degree plan or to use existing coursework to create a degree plan
    Proposed changes, additions, and deletions to programs may be viewed on the Registrar's site or in Attachment A
  6. New Business, New Policy: Admission to Online Graduate Degree Programs (Attachment B) presented by Professors C.R. Rom and C. Hestekin will be revisited after significant changes to the proposal are made at next month’s Graduate Council meeting.
  7. The Course change reports from the University Course and Programs Committee (UCPC) contained in Attachment B were approved unanimously.
  8. The proposed course additions and changes contained in Attachment C were approved unanimously.
  9. The Council discussed and unanimously approved the Graduate Faculty recommendations for faculty and faculty renewals. (Attachment D).

There being no other business, the Council adjourned at 2:56 p.m. The Council will meet next in person on the 5th floor of Old Main and on Teams on November 22nd, 2022.
